Tt DPK is a prime holder of an IQC to assist USAID in responding to challenges to the efficiency, effectiveness, and sustainability of legal and judicial systems throughout the world, promoting the rule of law as the foundation for respect for human rights, market based economies, fair and equal treatment, and democratic societies.

Tt DPK is providing core research, technical assistance, and rapid-response field support in the area of Rule of Law (ROL) to USAID through workshops on the development of the Rule of Law Strategic Framework, as well as five country-specific ROL assessments consistent with the framework.

Tt DPK is the principal subcontractor to AED under this IQC and is responsible for the design and implementation of anticorruption related activities. The overall goals of the IQC are to professionalize the media, assist civil society in bringing more transparency and competition to electoral processes; strengthening the organizational and advocacy capabilities of civil society organizations; promoting more accountable and responsive local government; strengthening the administration of justice; and increasing access to justice for women and disadvantaged groups.
