Tetra Tech DPK (Tt DPK) is currently sourcing for Assistant Project Officers to support potential future US Government (USG)-funded programs in developing countries. This position would be based in our San Francisco, CA office and may require travel to locations such as Afghanistan, Central America, Haiti, Iraq, Lebanon, Liberia, Mexico, South Sudan, and the West Bank, depending on portfolio assignment. This opening is contingent on future funding. The Assistant Project Officer will assist with activities involving project administration, consultant coordination, budget tracking, and compliance with client regulations. He/she will provide assistance with administrative and logistical support to the international field office(s).
Responsibilities:
- Assist Project Officers on project activities from start-up through project closure
- Assist in arranging travel, moving, and shipping for consultants and long-term field office staff, and trouble-shoot for managers and consultants when assistance is needed while they are overseas at project sites
- Assist in obtaining quotes for procurement activities
- Assist with document management and organizational efficiency
- Help ensure compliance with Tetra Tech DPK policies and procedures and client regulations (USAID, INL, World Bank)
- Assist with project budget tracking
- Assist with commodity procurement to ensure compliance with the Tt DPK Procurement Manual and client rules and regulations
- Provide administrative support and coordination, including basic clerical tasks such as data entry, faxing, filing, word processing, and photocopying
Qualifications:
- Bachelor’s degree, preferably in international development, business, law, political science, or related field
- Two years of experience in a business, administrative, or government contracting environment and/or development field, with US Government-funded experience preferred
- Strong organizational skills with good follow-through and attention to detail
- Strong computer skills in word processing, spreadsheet, database, presentation, and Internet applications
- Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants
- Excellent written and verbal communication skills
- Ability and willingness to travel overseas, possibly at least 20 percent of the time
- English fluency is required and working knowledge of Spanish, French, and/or Arabic language skills at a conversational level are highly desired
- Experience working or living in developing countries is highly desired

The Human Resources (HR) Advisor provides comprehensive, strategic and customer-focused HR support and advice to Home Office employees, Directors, and Overseas staff. The HR Advisor will manage onboarding of new employees, assist in open enrollment processes, establishes salaries for international employees and lead recruitment efforts for home office positions. Additionally, the HR Advisor will liaise with corporate Human Resources professionals from our parent and sister companies in Southern California and Vermont. Reporting to the Human Resources Director, the HR Advisor utilizes his or her strong human resources knowledge, written and verbal communication skills to build relationships within the functions that he/she supports. Required Qualifications:

- Oversee contract compliance and ensure compliance with Tetra Tech DPK policies and procedures and client regulations (USAID, INL, World Bank)
- Serve as main point of contact for field office(s) for day-to-day activities including coordination on logistics, procurement, compliance, budgets, study tours, subcontracting, short-term consultant recruitment and deployment to the field, and project-related travel
- Review and approve weekly, monthly, quarterly, and other project reports and annual plans and ensure the submission of essential deliverables
- Monitor project budget and expenditures to ensure adherence to adopted budget and burn rates and prepare reports on budget forecasts and projects’ yearly expenditures
- Assist with commodity procurement to ensure compliance with the Tt DPK Procurement Manual and client rules and regulations
Qualifications:
- Advanced degree (Masters, MBA, JD) in related field (project management, international development, law) or Bachelor’s degree in international development, business, or finance with an equivalent combination of education and work experience in a relevant technical area
- Five years of experience in a government contracting environment and/or development field, with USG experience preferred
- Action-oriented and demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and with a high standard of quality
- Strong quantitative skills and budget management experience preferred
- Grant experience highly desired
- High computer skills in word processing, spreadsheet, database, presentation, and Internet applications
