Monitoring and Evaluation Specialist - Iraq

Tetra Tech DPK seeks a Monitoring & Evaluation Specialist for the Access to Justice Program in Iraq. Candidates must have specific experience working on USAID-funded projects.

General Role and Responsibilities:

Under the general authority of Tetra Tech DPK’s contract with USAID and reporting to the Chief of Party, the Monitoring & Evaluation Specialist will carry out the following duties: review, design, and implement monitoring and evaluation activities, including the annual revisions of the Performance Management Plan, regular and ad-hoc reporting to USAID; support the design of data collection tools and methodologies and provide technical assistance to data collection staff as needed; conduct analysis of data collected on Program activities, including disaggregation and project impact analysis; appoint key monitoring and evaluation staff to the project as necessary and supervise their activities; provide training to staff members on field data collection and verification; analyze qualitative and quantitative data; develop lessons learned and record success stories for dissemination to the project team; support the development of grantees’ capacity to conduct their own monitoring and evaluation tools and methodologies; provide M&E information for reports required by the contract; ensure easy public access to M&E reports and data; and other duties as assigned by the Chief of Party.

Requirements:

  • Graduate degree in social science or other related field;
  • Minimum of 7 years of experience in the implementation of development projects, and at least 3 years working with monitoring & evaluation;
  • Proven experience developing project-level monitoring systems and reporting for USAID projects;
  • Extensive knowledge of Excel;
  • Proficiency with MS Office and Lotus Notes desired;
  • Excellent oral and written communication skills; and
  • English language fluency is required; Arabic language is a plus.

Tetra Tech DPK is seeking qualified candidates for the position of Grants Manager for the Access to Justice Program in Iraq. Candidates must have specific experience working on USAID funded projects.

 

General Roles and Responsibilities:

The Grants Manager manages and provides technical assistance for the implementation of the Access to Justice Program’s grant activities. He/she will supervise, manage, and mentor national staff engaged in the management and implementation of the grants program. He/she shall provide oversight and ensure full compliance of the grants program with applicable USAID regulations, particularly with ADS 303 and contractual obligations. The Grants Manager will be responsible for arranging the technical assistance and training for potential grantee applicants; maintain strong program monitoring, data gathering, compiling, and filing systems; and oversee working relationship with local implementing partners, cooperating agencies, beneficiaries, lawyer’s associations, Bar Councils, and related agencies. This position reports to the Director of Operation

 

Qualifications

  • Experience working with USAID
  • At least 10 years of relevant professional experience
  • Experience in planning, management, negotiating and administering large scale grants required
  • Extensive knowledge of USAID rules and regulations governing grants required
  • A master’s degree, equivalent, or higher in a relevant field of study
  • Arabic speaking skills and Iraq experience are preferred
